Attorney Manasseh Lapin has been engaged in the private practice of law since 1999. He is licensed to practice in Texas and the District of Columbia, as well as in various federal courts, including federal courts of appeal and the United States Supreme Court.
Prior to being admitted to the practice of law, Mr. Lapin held the positions of Police Officer, Police Detective and Police Supervisor, spending approximately 8 years assigned to the Patrol Division and approximately 4 years assigned to the Investigations Division of a California city police department.
Mr. Lapin has been awarded an Advanced Law Enforcement Certificate from the California Commission on Peace Officer Standards and Training (P.O.S.T.). During his assignments to the Patrol Division, Mr. Lapin held the position of Field Training Officer (F.T.O.), where he assisted Police Academy graduates in making the transition from student to that of a fully-trained and qualified Police Officer who was capable of safely and effectively functioning as a solo patrol officer. Much of Mr. Lapin's work as an F.T.O. involved teaching newly-hired police officers how to apply lessons on the tactical use of firearms that they were taught at the police academy to real-life law enforcement situations. As a patrol officer, Mr. Lapin was also among first-responders to homicides and other cases involving shootings or other uses of weapons.
As a police patrol supervisor, Mr. Lapin was responsible for, among other things, the direction, supervision, and coordination of responses by uniformed patrol officers to shootings, armed robberies, and other incidents involving firearms.
As a police detective, Mr. Lapin participated in numerous death investigations and other investigations involving the use-of-force. Additionally, he completed various training courses, which included separate courses on Criminal Investigations and Homicide-Death Investigations.
Mr. Lapin is also an NRA-certified Firearms Instructor, as well as a 6-year veteran of the Armed Forces, where he served as a military police officer.
